Fundamentos:
Los centros de tatuaje y piercing se acogen a un importante despliegue normativo higiénico sanitario. Los objetivos de este artículo son: dar a conocer los resultados del cumplimiento de los ítems normativos inspeccionados en el municipio de Palma, durante el año 2022; y mejorar la concienciación de sus usuarios y del personal sanitario directa o indirectamente implicado.
Métodos:
La población diana han sido los centros de tatuaje y piercing, obtenidos a partir del listado histórico del Departamento de Licencias de Actividades del Ayuntamiento de Palma del año 2022, del cual se ha extraído una muestra de 35 centros, lo que representa 1 de cada 4 centros. Se ha utilizado un cuestionario de evaluación de 24 ítems, basado en la normativa vigente de aplicación.
Resultados:
En 2022 en Palma hay inscritas 145 actividades de tatuaje y piercing, a partir del año 2012 a 2022, se registraron 95 nuevos centros y fue cuando comenzaron a darse de alta más centros. Del total de 22 centros inspeccionados, las actas de 13 de ellos (59%), fueron derivadas dentro del ayuntamiento para inicio de expediente sancionador, al instructor del Departamento de Sanidad y Consumo y 2 actas al Departamento de Licencias de Actividades.
Conclusiones:
A la vista de los resultados es importante el control del cumplimiento normativo. En la Comunidad de las Islas Baleares hay dos decretos autonómicos regulatorios, que dejan en manos municipales la competencia inspectora, en los municipios pequeños, el control resulta dificultoso ya que no se dispone de personal municipal inspector específico, o mancomunado cualificado, este artículo aporta la facilitación de la tarea inspectora municipal y la concienciación en esta temática.
Background:
Tattoo and piercing centers are subject to an important hygienic and sanitary regulatory deployment. The objectives of this article are: to publish the regulatory compliance results of inspections in the municipality of Palma during 2022; and to improve the awareness of its users and of the health personnel directly or indirectly involved.
Methods:
The target of the inspections were the tattoo and piercing centers obtained from the historical list of the Department of Activity Licenses of the Palma City Council in 2022, from which a sample of 35 centers has been extracted, which represents 1 out of every 4 centers. A 24-item evaluation questionnaire was used, based on current applicable regulations.
Results:
In 2022, there are 145 tattoo and piercing centers registered in Palma. From 2012 to 2022, 95 new centers were registered and that was when more centers began to register. Of the total of 22 centers inspected, the minutes of 13 of them (59%) were referred within the town hall to initiate the disciplinary file to the instructor of the Department of Health and Consumption and 2 minutes to the Department of Activity Licenses.
Conclusions:
In view of the results, it is important to control regulatory compliance. In the Community of the Balearic Islands there are two regional regulatory decrees, which leave the inspection competence in municipal hands. In small municipalities or groupings of municipalities, the control is difficult since there are no specific and qualified inspectors. This article facilitates the municipal inspection task and raises awareness of this issue.
