Este artículo tiene como objetivo presentar algunos elementos de reflexión y análisis acerca de la aplicación, las representaciones simbólicas, los significados y sentidos que tiene la Salud Comunitaria en Colombia, en el contexto actual y dentro del Sistema General de Seguridad Social en Salud. Estas reflexiones son el resultado del análisis de los planteamientos teóricos de algunos estudios realizados por otros autores y la experiencia práctica demás de cinco años en Salud Comunitaria del Departamento de Medicina Preventiva y Social, Facultad de Medicina, Pontificia Universidad Javeriana, en sectores populares de Bogotá y ciudades periféricas de Colombia. Desde estas dos fuentes se pretende mostrar que la aplicación de este modelo de atención, como política pública de asistencia en nuestro contexto y dentro del Sistema General de Seguridad Social en Salud, no es viable. Los casos en que se aplica son aislados, y básicamente corresponden al interés de universidades u otras instituciones que por iniciativa propia lo promueven. En este sentido, se afirma que el modelo de Salud Comunitaria para el Sistema de Salud actual no es más que una teoría, un concepto. Sin embargo, los intentos de aplicación que se hacen (de forma aislada), nos demuestran que este modelo sigue siendo el sueño y la utopía de todos los que creen en los procesos de salud-enfermedad, vida-muerte como un TODO universal. Es la posibilidad de hacer realidad la tan cacareada integralidad de la salud y la atención sanitaria de los individuos, familias y colectivos.
This article has as main purpose to show some elements for reflection and analysis about the application, the symbolic representations, significance and meanings that the Community Health has in Colombia, in the present context and inside the General System of Social Security in Health. These reflections are the result of the analysis about the theoretical expositions of some surveys done by other authors and the practical experience of more than five years in the area of Community Health in the Department of Social and Preventive Medicine, Faculty of Medicine, Pontificia Universidad Javeriana, in popular sectors of Bogotá, and peripheral cities in Colombia. From these two sources it is intended to show that the application of this model for assistance, as a public policy of assistance in our context, and inside the General System of Social Security in Health is not viable. Those cases inwhich it has been applied are isolated, and basically they correspond to the interest of universities or other institutionswhose own initiative promote them. In this sense it is said that the model of Community Health for the present Health System is nothing else but a theory, a concept.. However, the intents to apply it that are done (in an isolated way), show us that this model keeps being the dream and the utopia of all those who believe in the health- disease, life-death processes as an universal WHOLE.
